Kristin Carmichael, LCSW, MBA

Population Health Expert

Kristin is a former healthcare and social services executive and independently licensed social worker with 25 years of experience catalyzing and shaping community health. She partners with forward-thinking clients to engineer programs and coordinate communities to proactively address barriers to health and wellness across medical and social service systems. Kristin has provided leadership and oversight for residential and nonresidential facilities including a detox center, domestic violence shelter, and multiple mobile crisis programs. She has designed, overseen, and participated in the multimillion-dollar grant-funding processes of healthcare organizations and worked with communities to align funding processes across city, county, and federal governments. She has also served as the Behavioral Health Expert for ECG Management Consultants providing national consulting to a range of clients.

Her passion for serving marginalized people makes her particularly invested in how communities can reduce barriers to care and create intentional social service systems that are grounded in the realities of patient lives. She believes in the power of data-based decision-making and in taking a biopsychosocial, whole-person approach to treating mental and physical illness. Kristin has had the pleasure of working with hospital systems, FQHCs, behavioral health systems, fire departments, insurance companies, multiple levels of government, and nonprofits in pursuit of their population health goals.

Kevin Dunne

Subject Matter Expert,

Business Development, Strategy, and Data Analytics

Kevin is an accomplished leader and healthcare executive whose wide-ranging background in strategy, operations, and innovation has made him a trusted partner to healthcare systems, payers, and startups across the country.

For more than 20 years, he has helped health systems and startup organizations guide and direct strategic planning, advance care transformation and population health initiatives, integrate technology solutions to industry barriers, develop service lines and new care models for health systems, facilitate and negotiate physician and provider alignment structures, identify and assess business development opportunities, structure and improve governance and management methods, and conduct market, practice, and financial modeling to support data-driven decisions. Kevin has worked extensively in the areas of behavioral health, neuroscience, spine, orthopedic, oncology, and women’s health services.

Kevin holds a BS degree in Science-Business from The University of Notre Dame and a MS in Health Systems Management from Rush University.


Theodore Michalke

Subject Matter Expert,

Theodore is a seasoned healthcare and financial executive and entrepreneur with more than 30 years of national and international experience. A trusted strategic adviser to executive and physician leaders, Theodore has helped hospitals and medical groups define their development strategies, identify and implement cutting-edge technology systems, and establish hospital/physician joint ventures. He is highly regarded for his ability to work closely with large, divergent groups of physicians, executives, and other key stakeholders to establish development priorities and build consensus for critical initiatives.

Theodore is a go-to resource for developing specialty care services. He is recognized across the country for helping health systems create behavioral health, neuroscience, oncology, and orthopedic COEs. He has been instrumental in the publication of comprehensive surveys that help inform current industry trends and establish development standards. Prior to his most recent tenure as a senior leader at ECG Management Consultants, Theodore was the cofounder of NeuStrategy and a senior executive at NeuroSource, all highly respected healthcare consulting firms that helped dozens of hospitals and physician practices develop comprehensive specialty-focused COEs.

Theodore holds a BS ED, Architecture and Planning degree from Ball State University.


Estella Swain, BSCJ, CCPC

Subject Matter Expert,

At-risk Youth, Housing & Homelessness, Contracts & Agreements, and Community Coordination

Estella is a sought-after consultant with over 20 years of experience in program management and development. She has planned and executed programs with multiple agencies, including those that address homeless/precariously housed populations, domestic violence, social services, criminal justice, etc.  Estella has a proven track record of effectiveness in providing supervision and leadership to multiple teams at many levels. She understands the intricacies of budgeting, contracting, and policy and procedure development and assessment. Estella is also adept at communicating effectively with individuals of diverse backgrounds, cultures, and all professional levels.

Estella is an adoptive parent and former foster parent with extensive experience as a thought partner to families, children, older youth, communities, leaders, stakeholders, and private and non-profit agencies. Her professional and lived experiences, coupled with her commitment to helping individuals heal, make her uniquely effective at creating positive change in these communities.


Deborah Weiner

Deborah is a former health system leader with broad experience across clinical disciplines and the breadth of operations, finance, and strategy. As a loaned executive and consultant, she supported the planning and implementation of multiple community behavioral health projects – navigating public-private partnerships that led to increased access, improved navigation, and shared accountability across community providers.

Deborah’s approach to collective impact, particularly in behavioral health, is founded on iterative goal-setting and planning: input from community and provider stakeholders, sound data analysis, thoughtful questions, energetic discussions, and detailed implementation plans.


Devin Mandel-Kloster

Devin is a housing and supportive services expert with ten years of experience in both the nonprofit and city government sectors. She has planned and executed programs involving youth, families, and individuals at risk or experiencing homelessness. Devin has a thorough knowledge of the intricacies of housing, social services, case management, contracting, and program compliance and development.

Devin has worked in direct services as a case manager on programs for youth, families, and adults with behavioral health diagnoses, substance use, and chronic homelessness. Her work at the City of Albuquerque was to oversee all the supportive housing programs for the city as well as assist with program development and compliance for homeless services including shelter and social programming. Devin has also acquired expert-level experience in contracting and program compliance and monitoring and is passionate about the alignment of best practices.

She is a driven, motivated professional with steadfast dedication to her mission of aiding underserved populations. Devin is committed to creative problem-solving and finding solutions that work for everyone.


Anayeli Olivas

Anayeli Olivas, a dedicated professional with a wealth of experience in property management and social services. Anayeli has spent over a decade working in the field of affordable housing programs, making a positive impact every step of the way.

Anayeli’s role extends beyond the drawing board – she trained property managers, guided them through move-ins, handled annual recertifications, and ensured compliance with city and state regulations. Anayeli’s professional journey has been marked by her proficiency in navigating the intricacies of affordable housing programs. Her adeptness at managing annual audits from HUD and NMMFA speaks volumes about her meticulous attention to detail and commitment to compliance.

Beyond her property management prowess, Anayeli has held the significant role of Landlord Liaison for an agency providing housing assistance to homeless youth. Her remarkable ability to foster positive relationships with landlords who were previously hesitant to accept vouchers has transformed the landscape of affordable housing. She’s not just building a community; she’s building trust. She is dedicated to creating affordable housing solutions that impact lives and uplift communities.


Jenay Chalkley

Jenay’s personal journey of raising children with autism and dyslexia has shaped her into an unwavering advocate for families with special needs. Michael G Milligan, LCSW

Subject Matter Expert,

High-Utilizers, Direct Services, and Mobile Services

Michael is an independently licensed social worker with a 30-year history in all aspects of Direct Care Social Work in Colorado and New Mexico.  Born in Mexico City and raised in a Federal Housing project by a single mother, he brings a vast, empirically lived, heartfelt knowledge to work with people and systems. He is a former licensed foster parent, Children Youth & Family Social Worker, and had a 15-year career (Supervisor/Therapist) with the Colorado Dept. of Youth Corrections. In New Mexico, he earned his MSW at New Mexico Highlands University. At CHRISTUS St Vincent’s Hospital, for five years, he was the 1st “HUGS Navigator” High Utilizer Group Services for residents experiencing Homelessness and suffering from untreated mental illness/addiction.  He also served as a 4-month interim Manager for the SF County/CHRISTUS Detox Center. He has also served the Santa Fe County Fire Dept. by performing program development for an innovative 911 follow-up program responding to overdoses and vulnerable senior citizens. His unique, personal, and professional story brings invaluable insight into the human condition and serving our community.  Michael lives in Santa Fe with his wife and two young children.
